CA 92415-0181 <br />Dear Mr. Gravbcal: <br />The- City of Colton has made significant progress in finding funding for the Randall Avenue Storm <br />Drain. The City of Colton is interested in completion of their portion of the storin drain project as soon <br />as is practical. The portion of the pipeline within Randall Akre. can be categorically excluded under <br />CEQA, I have discussed the, issue of timing with Flood Control and it is believed that their <br />environmental process will be settled by June 1999- In order to assure an efficient and orderly <br />construction process with Count� Flood ControFs efforts to enlarge. tJie Randall A-vrc. Detention Basin <br />before October 15, 19997 1 am requesting the County, to separately construct that portion of the Randall <br />Ave. Storm Drain outfloiN- idthin the County owned right of wav, with City reimbursement, at the same <br />time construction of the Randall Detention Basin enlargement is undertaken. The advantages to this <br />system are, 1) There will not be two contractors occupying the same site at the same time. 2) The <br />County and City will. bit-, working within their own right of vv --ay (reducing costs and separate i ' <br />nspcctioii <br />requirements). 3) The City and County %dll be working on facilities they will be individually - <br />maintaining. 4) 'Hie design coordination time frame should reduce significantly as a result. 55) Some I <br />construction can begin before your detention basin is ready to bid if the City of Colton only works within <br />the street right of way <br />In order to initiate construction within this framework modifications to the Associated EngineWs plan <br />are needed. The Plans within the Count� m4a L�e amended into a separate <br />y Flood Control Right of Way - <br />sheet and separate bid itern (to easih- identify reimbursement costs) to be included in the County Flood <br />Control Bid Package for the enlargement of Randall Basin. The remaining portions of the Randall Ave. <br />Storm Drain Plans will need to be modified to temporarily close the portion constructed by. the City of <br />Colton until the County can complete their portion of the. Storm Drain improvement. <br />Associated En neers designed the original Randall Ave- Storm Drain facility under your direction- and <br />gi <br />wewould appreciate modification of the these pjans, a bid schedule and technical specifications for the <br />items of work on1v with a revised engineer's estimate and livdraulic calcs by -March 30. 1999. The City <br />then bid the project and begin work on the Storm Drain- In the interest of time- w-ewould assume <br />the County will cover the plan modification costs under it's current contract. - Please let me know if this <br />meets with your approval and can reasonably bee accomplished- We at the City -tvould be happy to meet <br />and discuss These issues of mutual interest.
