Soto, Principal Planner <br />Lisa Banuelos, Associate Planner <br />Wanda Molton, Administrative Secretary <br />Dean Derleth, Legal Counsel <br />ITEM D - APPROVAL OF MEETING MINUTES OF JUNE 8, 1999 <br />Vice -Chairperson Vilches moved approval of the minutes; seconded by Chairperson Oliva, motion <br />carried. <br />ITEM E - ORAL COMMUNICATION <br />None. <br />ITEM F — PUBLIC HEARINGS <br />1. FILE INDEX NUMBER: DCV -33-99 TAORMINA INDUSTRIES, INC. <br />Mr. Soto read the staff report stating that the request is for a Design Review, Environmental <br />Assessment, Conditional Use Permit to establish a solid waste collection, processing, <br />recycling center and transloading facility; and a Major Variance to permit a metal building and <br />to reduce the required 25% landscaping. Mr. Soto stated that the proposed project is located <br />in the Santa Ana River Redevelopment Project Area Specific Plan. <br />Commissioner Suchil questioned whether the metal buildings in the area were in existence <br />prior to the changes to the Zoning Ordinance. He stated that he did not see a reason to allow <br />a metal building and did not agree with the applicant's request for one. Commissioner Suchil <br />stated that the City has the Ordinance for a reason and should abide by it. He indicated that <br />he did not believe that other metal buildings in the area constitute special circumstances for <br />this request. <br />Commissioner Prieto indicated that he was in agreement with Commissioner Suchil. He <br />stated that he believed the older metal buildings would be grandfathered in after changes were <br />made to the Ordinance and that new projects being proposed would not be. He indicated that <br />if this were allowed at this time, then any other new projects being proposed would request the <br />same. Commissioner Prieto asked if anyone knew how long the other metal buildings had <br />been in the area of the proposed project. Mr. Zamora stated that he believed the majority of <br />the structures and buildings surrounding the area had been there prior to the adoption of the <br />Specific Plan. <br />Vice -Chairperson Vilches expressed concern about the requested reduction in the landscaping <br />requirement. He stated that the request for less than 1% landscaping was unacceptable. Mr. <br />
