Parrish, Assistant City Manager <br />SUBJECT: Award Construction Contract for the Construction of the Randall <br />Avenue Stone Drain Project to C.P. Construction in the Amount of <br />$372,235. Total Project Cost to Include a 10% Contingency, <br />Engineering, Administration and Inspection Services Estimated to <br />be $475,919 <br />om <br />BACKGROUND: <br />9, 1999 <br />The Randall Avenue Storm Drain Project will consist of approximately 2200 linear feet of <br />pipe and catch basins within the street` right of way along Randall Avenue from <br />Eucalyptus Avenue on the west to the Randall Detention Basin on the east (at the <br />Northwest corner of Meridian and Randall Avenues). The project will have a direct <br />mitigating effect on the flow of waters from the north by directing them in an easterly <br />direction into the soon to be enlarged Randall Detention Basin. When the storm drain is <br />completed parcels such as the Jehue Middle School, the Arrowhead Regional Medical <br />Center and the intersections of San Bernardino and Pepper and Valley and Pepper will <br />have significant relief from flooding conditions that have historically occurred at those <br />locations. <br />On March 1, 1999 the Community Facilities District Commission approved funding in the <br />amount of $494,218 from CFD 89-2 for the Randall Avenue Storm Drain Project. On April <br />6,1999 the City Council approved the same level of funding for the project and authorized <br />staff to solicit bids for the construction of the project. <br />On July 19, 1S199 the City Engineer's Office and representatives from the Public Works <br />Department open sealed bids for the Randall Avenue Storm Drain Project. The results of <br />the competitive bidding process for this project indicate the lowest responsible bid (in this <br />case also the lowest bid) to be from C.P. Construction Company, Inc. <br />On August 2, 1999 the Community Facilities District Commission supported staffs <br />recommendation to award a construction contract to C.P. Construction Company, Inc. for <br />the construction of the Randall Avenue Storm Drain Project. <br />DISCU SSI ON/ANALYSIS: <br />The Storm Drain will be constructed by a contractor under contract with the City of <br />Colton. The County of San Bernardino Flood Control Division will construct the out -fall <br />from the storm drain into the detention basin upon the completion of the necessary <br />environmental review and enlargement of the basin.
