CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of August 17,1999 <br />TO: Honorable Mayor and Council Members <br />APPROVAL: Henry T. Garcia, City Manage&, - <br />FROM: Daryl J. Parrish, Assistant City Manager <br />SUBJECT: Approval of the Omnitrans Amenities Program in the City of Colton <br />DATE: August 10, 1999 <br />BACKGROUND: <br />Recently Omnitrans released Requests for Proposals ("RFP") to address various issues <br />related to passenger amenities throughout their service area including the City of Colton. <br />Specifically the passenger amenities referred to in this report include bus shelters with <br />advertising and bus stop benches with advertising and attachments thereto. Historically, <br />Colton has had advertising shelters and advertising benches in the community under a <br />contract with Metro Display Advertising and its successor Eller Advertising. The previous <br />contract administered by Omnitrans expired in October 1996. <br />DISCUSSIONIANALYSIS: <br />Omnitrans believes and staff concurs that the current program offered by Eller can be <br />improved upon and the Omnitrans proposed program as outlined in the RFP focuses on a <br />strong maintenance program and improved amenities. Omnitrans has committed to the <br />communities it serves by providing programs that reflect positively on neighborhoods, <br />businesses, Omnitrans itself and its customers. Based on conversations between <br />Omnitrans and Colton staffs the RFP addressed the following issues: <br />• All current shelters will be replaced with newer, high quality shelters constructed <br />under current ADA guidelines. Additionally, all advertising benches will be removed <br />or replaced. <br />• The Contractor will be responsible for pulling all required permits in the City when the <br />amenity is constructed. The permitting process will include the City Traffic Engineer. <br />• Colton may request approval of the shelter design and colors prior to installation. <br />• Sign and advertising restrictions include the prohibition of alcohol or tobacco <br />advertising along with other advertising that does not meet community standards. <br />Additional advertising deemed objectionable by the city after installation would be <br />forwarded to Omnitrans and the contractor would be required to remove it within a <br />twenty-four hour period. <br />• Lighting is addressed in the permitting process and would usually be provided from <br />street light sources. All fees and usage charges will be applicable. <br />• All shelters and benches will have a comprehensive maintenance schedule to include <br />refuse receptacles at all installations. The maintenance standard requires the <br />removal of all foreign matter within a 15 foot radius of the amenity and maintenance <br />will be conducted at all shelter locations at a minimum of two times per week. <br />item #19 <br />
