Page 2 <br />Traffic Signal Modernization Project <br />December 1, 1999 <br />17. Construction of pedestrian and bicycle facilities, including lanes; <br />18. Traffic management and congestion relief strategies, including freeway or transit <br />management systems, and electronic fare payment systems; <br />19. Outreach and rideshare activities. <br />CMAQ funding is an open and competitive process. At this time the unallocated portion of the CMAQ <br />budget for the South Coast Air Basin is estimated at $17.4 million. <br />DISCUSSION /ANALYSIS <br />The project, Traffic Signal Modernization Project, proposes to significantly increase the current level of <br />service at the intersection of Washington Street and Waterman Avenue. At this time intersection of <br />Washington Street and Waterman Avenue is level of service C — D. Once the proposed new school <br />construction is complete, the engineers estimate the level of service to significantly decrease to <br />potentially a level of service F. Knowing the existing level of service at this intersection, and realizing <br />there will be significant traffic congestion impacts when the new school opens, the respective staff from <br />the City of San Bernardino and City of Colton preliminarily agreed to submit this intersection as a joint <br />project. It was felt this is an opportunity to secure the majority of the funding for this project from <br />alternative sources with only match contributions required from the respective cities. It was agreed the <br />City of San Bernardino would act as the lead agency on the project. There is a local matching <br />contribution requirement of not less than 11.47 percent. <br />The engineering design for the construction of the necessary improvements to mitigate the congestion at <br />the two locations is incomplete at this time. The application package includes project estimates, scope of <br />work, identified location, emission reduction cost effectiveness and mobility benefit effectiveness <br />calculations. The scope of work includes a proposed additional left -turn pocket for eastbound traffic and <br />split the signal phasing to alleviate the congestion. <br />FINANCIAL IMPACT <br />The estimated cost for the proposed Traffic Signal Modernization Project is $140,000. The local match <br />requirement as indicated above is 11.47 percent of the total project costs. Should the cities choose to <br />only fund at the 11.47 percent, the application receives no points in the scoring. In this case the cities <br />agreed to contribute $17,000 each or $34,000. This equals a local match of slightly over 24 percent <br />shared between the City of San Bernardino and the City of Colton. <br />There are no environmental impacts associated with the adoption of the Resolution. Any appropriate and <br />necessary environment documents will be completed during the design of the project. <br />Staff recommends that Council adopt the Resolution authorizing the submission, acceptance and <br />implementation of Traffic Signal Modernization Project and authorize the City Manager to execute all the <br />documents necessary in order to implement this project. <br />Attachment: Resolution <br />
