and with the County) Its schedule and construction program to avoid the <br />expense and traffic disruption associated with repeated roadway <br />removals and replacements. <br />2.5 Except as stipulated in Paragraph 2.11, it Is the City's Intent <br />to complete all Year 1998 Mitigation Measures, all Year 2010 Mitigation <br />Measures, and all Underground Utilities (See Attachment 1) within <br />eighteen (18) months after approval of this agreement by the San <br />Bernardino County Board of Supervisors, or as modified In writing by the <br />parties to this agreement. <br />2.6 All parties to this agreement understand that the Project <br />Components herein are critical to the County both In terms of providing <br />operational capability and in terms of facilitating Center ingress and <br />egress, and County recognizes its financial share responsibility as set <br />forth in this agreement. <br />2.7 it is agreed and understood that the City will assign the <br />Project first priority status and will complete the Project Components, or <br />cause them to be completed, at the latest, before the Center becomes <br />operational and in accordance with the Construction Schedule <br />(Attachment 11), and the County recognizes that timely advance of all <br />funds necessary for completion of Project Components is essential to <br />enable City to proceed in an expeditious manner so as not to impeded <br />City's ability to cause the schedule of construction to be met. <br />2.8 For purposes of reimbursement, City and County hereby <br />agree that the final Project share of cost percentage has been established <br />by outside consultant, as published in the Traffic Impact Analysis (TIA) <br />Report (revised September 1993) prepared by Linacott, Law and <br />Greenspan, Engineers (LLG), and reproduced in Attachment I. To <br />determine actual County share of cost, the County's percentage <br />allocation, in Attachment I will be applied to the awarded Project cost or <br />Project Component cost, as appropriate. <br />2.9 The City will be the Lead Agency for all aspects of design, <br />construction documents, bid award, construction, and administration of <br />the Project. The only Project Component for which this Lead Agency <br />responsibility does not apply is the I-10/Pepper Avenue Interchange, <br />which the County will design, coordinate, and administer and fund at no <br />cost to the City. <br />2.10 City will design, coordinate, and construct the transmission, <br />substation, and distribution facilities sufficient to provide Center with two <br />separate underground ducted electrical services from a new electrical <br />substation (the Colton "Wear substation) to be constructed south of <br />Interstate 10 (collectively the "Electrical Facilities').
