Councilmember Beltran, a long-time ally of Gil Lara and <br />recipient of his political largesse in previous campaigns, also had <br />extensive dealings with Lam. <br />d. Within three weeks of the effective date of the franchise <br />agreement, Mayor Fulp sold his home after listing it for less than a <br />month (as I recall, it was within a week of the listing) for nearly U1 <br />price ($350,000). The buyer was an individual from Fontana who had <br />not owned property before and the transaction involved funding from <br />a Nevada bank. <br />6. Perhaps more disturbing in all of this is the sequence of events that led <br />to the appointment of Malik Freeman as City Manager. Freeman was a <br />divorce lawyer with a practice in Los Angeles that relied almost exclusively <br />on court referrals of indigent parties. Sanders appointed him to the Civil <br />Service Appeal Board in 1995. When the City Clerk retired in January of <br />1996, Sanders pushed for appointment of Freeman to that position on an <br />interim basis. One of the requirements for even an interim appointment is <br />that the individual appointed reside in the. City of Colton. It was widely <br />rumored at the time that while Freeman owned property in Colton, he did not <br />reside in the City nor was he registered to vote here. <br />7. Just before the Taormina franchise was to take effect, former City <br />Manager Nabar Martinez reports that he was approached by Sanders and <br />informed that Freeman should be appointed, to fill the newly created Position <br />of contract administrator for the Taormina franchise at a salary of $80,000 per <br />year. Martinez says he told Sanders he would not make that appointment and <br />Sanders told him that if he did not, he could expect to be removed as City <br />Manager. <br />8. In July of 1996, after an administrative move that angered some <br />members of the City Council, Sanders agreed to be the fourth vote to remove <br />Martinez from his position as City Manager in exchange for the appointment <br />of Malik Freeman to that position on an interim basis. <br />
