1 of the electors.. <br />2 <br />3 The actual purpose of this meeting and its resolves as well as the issue <br />4 before us, is to interfere with, and hinder the power of the electors to recall any <br />5 Colton elective officer. In his Memorandum, the City Manager focuses most of his <br />6 discussion on the "existing election system" and it's contribution to a "recall <br />7 culture" in Colton, in addition to the pro's and con's of Colton's existing election <br />8 system. <br />9 <br />10 Three separate times, the City Manager lists under "con's" the intolerable <br />11 statement, "District elections may contribute to frequency of recall efforts. " in <br />12 apparent support of the proposition that Colton have "at large" elections. <br />13 <br />14 Clearly, this City Manager is leading this Council down the path of <br />15 opposition to the Constitutional privileges, rights, and powers, we Americans <br />16 have. The mere attempt to interfere with Constitutional rights, such as recalls of <br />17 elective officers, is anti -Constitutional, thus anti-American. <br />18 <br />19 However„ this is just another example of the anti -Constitutional actions <br />20 observed by the Colton public in recent years. In August 1996 ex -mayor Fulp <br />21 proposed a "gag ordinance" with criminal penalties for those who leaked Council <br />22 secrets. In August 1996, Councilmembers Bennett and Sanders led the pack in <br />23 banning a local newspaper from City Hall. In February 1997, Mayor Karl Gaytan <br />24 asked for "one sided" time limits on public comments.(See various news <br />25 clippings, attached as exhibit 4.) <br />26 <br />27 <br />28 <br />REPLY DECLARATION OF REV.
