1 Here now, the Council, is considering strategies and a ballot measure to <br />2 hinder, restrict and interfere with the public's exercise of it's Constitutional power <br />3 to recall. <br />4 <br />5 For the record, recalls in Colton have not been abused, as is suggested. <br />6 The idea that a recall is initiated by the electors of Colton merely for "parting your <br />7 hair the wrong way" as the Sun Newspaper suggests (See 4/28/98 Sun article, <br />8 "Colton using the recall for wrong reasons," attached as exhibit 5.) <br />9 Notwithstandinig, The California Constitution plainly declares "sufficiency of <br />10 reason [for recalling an elective officer] is not reviewable." (See California <br />11 Constitution, Article 2, Section 14 (a), attached as exhibit 3.) <br />12 <br />13 1 responded then, and now, that, Recalls are strongly supported by Colton <br />14 voters, and should be. In the words of Thomas Jefferson, "When a long train of <br />15 abuses and usurpations, pursuing invariably the same object evinces a design to <br />16 reduce [the people] under absolute despotism, it is their right, it is their duty, to <br />17 throw [recall] off such government, and to provide `New Guards' for their future <br />18 security." (See 5/98 Letter to the Press Enterprise, attached as exhibit 2.) <br />19 <br />20 In June of 1996, a group of Colton registered voters and business leaders <br />21 formed Citizens for Honest Government (Citizens). This committee was <br />22 organized to recall Mayor Fulp. The reasons officially stated on the Notice of <br />23 Intent to Recall Fulp included, "Fulp has misled the Public about the true status <br />24 of city owned services. He failed to keep profitable city owned services, Fulp is <br />25 supported by special outside interests including controversial lobbyist Gil Lara, <br />26 Fulp has used his position as mayor to Insult Residents including a local <br />27 Christian Pastor." The successful " at large" recall of George Fulp, was perhaps <br />28 the city's most strongly supported recall in Colton's history. He was recalled by a <br />REPLY DECLARATION OF REV. STEPHEN T.
