CITY OF COLTON AGENDA REPORT For Council Meeting of January 19, 1999 TO: HONORABLE MAYOR AND CITY CO C APPROVAL: HENRY T. GARCIA, CITY MANAGE FROM: CITY ATTORNEY SUBJECT: MAYOR PRO TEMPORE ORDINANCE DATE: JANUARY 12, 1999 Background: The City Council is comprised of an elective mayor and council members from six voting districts throughout the City of Colton. Currently, there is no established process whereby a member of the City Council may be selected to serve as Mayor Pro Tempore. The City Council gave us direction on codifying the selection process. We have prepared the necessary ordinance, as requested. Discussion: The City Council has determined that it is necessary to establish a fair process for the City Council to select a member of the City Council to serve as Mayor Pro Tempore and to implement such selection process immediately. The attached ordinance, adding Section 2.04.020 to the Colton Municipal Code, states that a member of the City Council shall be selected to serve as Mayor Pro Tempore by, a majority vote of the full city council at a regular open meeting. Candidate(s) shall be nominated and elected solely by the City Council, and shall be installed immediately upon election. The Mayor Pro Tempore shall serve for a term of two (2) years or until the expiration of his or her term of city council office, whichever occurs sooner. The ordinance also makes a minor amendment to Section 2.06.020 of the Colton Municipal Code (concerning closed session procedures) by replacing the term "chairperson" with.the term "mayor pro tempore."
