Zamora, Community Development Director <br />SUBJECT: Approval to Prepare and Issue a Request for Proposals to Hire a Consultant to <br />Update the Housing Element and Develop a Preservation Element of the Colton <br />General Plan. <br />DATE: June 16, 1999 <br />BACKGROUND: <br />The City of Colton is required to Update the Housing Element of the General Plan at least once <br />every five years, according to State law. The State had, on several occasions, extended the time <br />frame for this requirement, for all California cities. The extension was in order to allow the State <br />time to develop revisions to the law for the preparation and content of Housing Elements and <br />Housing Needs Assessment Plans. All Cities have been advised that they must now prepare and <br />submit the updates to their Housing Elements. The Preservation Element is a document that the <br />State Historic Preservation Office has indicated they require, in order for the City of Colton to be <br />eligible for Certified Local Government (CLG) status. <br />DISCUS SION/ANALYSIS: <br />Staff is requesting City Council authorization to seek proposals for a Planning consultant to <br />prepare a Housing Element Update, Housing Needs assessment and a Preservation Element. The <br />Housing Element sets forth the guidelines that the city will use for housing development within <br />the City. The Housing Needs Assessment is the document that defines what housing stock exists <br />and what percentages of low, moderate and upper income housing is needed within the City. The <br />Preservation Element is intended to define structures, sites and other aspects of the City that <br />contain historic significance and to put in place the guidelines to help preserve and enhance these <br />items. It will also make the City eligible for CLG status and qualify to apply for Historic <br />Preservation grants under that status. <br />ALTERNATIVES: <br />To not authorize staff to conduct the RFP process for the General Plan update. This action would <br />prevent the City from meeting the State mandate for submitting an updated Housing Element by <br />June 2000. Authorizing staff to seek proposals for the preparation of the General Plan update <br />will be the first step in accomplishing the goals of the State mandate, and keep the City in <br />compliance with State requirements. <br />FINANCIAL IMPACT: <br />Approximately $50,000 to $75,000 is the estimated fee for updating the General Plan Housing <br />Element with a Housing Needs Assessment, and a Preservation Element. A $10,000 grant is <br />being applied for, through the City Managers' office, to pay for a portion of the cost of the <br />Item # 12 <br />
