The preparation and circulation of an RFP is an administrative action. <br />RECOMMENDATION: <br />Staff recommends that City Council authorize Community Development Staff to conduct the <br />RFP process for the purpose of contracting with a Planning consulting firm to prepare the <br />General Plan Housing Element, Housing Needs Assessment and Preservation Element for the <br />General Plan update. <br />
