CITY OF COLTON <br />UTILITY SERVICES PARTNERSHIP PROGRAM <br />ENERGY EFFICIENCY COST SHARE FUNDING AUTHORIZATION <br />THIS AGREEMENT, made and entered into this 6th day of July, 1999, <br />by and between the City of Colton, California ("City"), a municipal <br />corporation, and Energy Masters International Inc., a wholly owned <br />subsidiary of Northern States Power Company, Inc. ("Energy Masters"). <br />RR -CIIAL <br />1. Purpose an <br />The purpose of this Agreement is to allow the City to provide <br />cost share incentive funding for an energy efficiency project <br />that has been instituted by one of the City's largest electric <br />customers. <br />In 1998, Colton initiated this program as a means to expand the <br />portfolio of City -sponsored products and services that are <br />intended to increase the operating efficiency of business <br />customer facilities. Via this program, the City is also <br />complying with the provisions of Assembly Bill 1890, which <br />created the "public benefits" fund for energy efficiency and <br />new technologies. <br />Energy Masters was contracted by the City in 1998 to provide <br />technical and marketing services in support of this program. <br />Energy Masters has been working with City staff to provide <br />services in the areas of customer electrical demand management, <br />marketing of new energy products and services, design of funding <br />and cost share programs, and financing strategies to maximize <br />benefits to the City's largest electric accounts. <br />-WR R K 2 AND Q Q N Q.1 1-1 4 1 2 <br />Energy Masters and the City nave worked with one of the City's <br />largest electric customers to identify energy savings measures <br />that the customer may pursue to reduce energy costs and improve <br />operational efficiency.
