Based on the entire record before the City Council, including all written and oral evidence presented to the City Council, the Agenda Report dated June 1, 1999 (see Exhibit 1) (, the Exhibit document presented at the hearing (see attached Exhibit 2) the comments made by individual council members during deliberation of this matter and the findings made in this Resolution, the City Council of the City of Colton hereby revokes the Dance Permit issued to the Applicams for property located at 195 West Valley Boulevard. SECTION 2. The City Council ofthe City of Colton hereby finds and determines that revocation of the Rocks Club Dance Permit is based the following: A. Sufficient evidence exists to find and determine, by a preponderance of the evidence, that the conduct of the Rocks Club does not, or will not, comport with the public welfare because Colton Police Officers have responded to at least three significant incidents detrimental to the public welfare and safety since the Dance Permit was issued on April 6, 1999: These included the following: April 25, 1999. Police responded to a report that approximately 30 people were fighting in the parking lot. (Based on Agenda Report, Exhibit 2G and Testimony of Officer Burrows) 2. MIX 11. 1999. An employee of the Rocks Club reported his vehicle bad been vandalized at the Rocks Club parking lot. (Based on Agenda Report, Exhibit 2F and Testimony of Officer Zemel)
