Based on the entire record before the City Council, including all written <br />and oral evidence presented to the City Council, the Agenda Report dated June 1, 1999 (see Exhibit <br />1) (, the Exhibit document presented at the hearing (see attached Exhibit 2) the comments made by <br />individual council members during deliberation of this matter and the findings made in this Resolution, <br />the City Council of the City of Colton hereby revokes the Dance Permit issued to the Applicams for <br />property located at 195 West Valley Boulevard. <br />SECTION 2. The City Council ofthe City of Colton hereby finds and determines that <br />revocation of the Rocks Club Dance Permit is based the following: <br />A. Sufficient evidence exists to find and determine, by a preponderance of the <br />evidence, that the conduct of the Rocks Club does not, or will not, comport with the public welfare <br />because Colton Police Officers have responded to at least three significant incidents detrimental to the <br />public welfare and safety since the Dance Permit was issued on April 6, 1999: These included the <br />following: <br />April 25, 1999. Police responded to a report that approximately 30 people <br />were fighting in the parking lot. (Based on Agenda Report, Exhibit 2G and <br />Testimony of Officer Burrows) <br />2. MIX 11. 1999. An employee of the Rocks Club reported his vehicle bad been <br />vandalized at the Rocks Club parking lot. (Based on Agenda Report, Exhibit <br />2F and Testimony of Officer Zemel) <br />
