CITY OF COLTON AGENDA REPORT FOR CITY COUNCIL MEETING June 15,1999 TO: Honorable APPROVAL: Henry Garcia, Ciry Manager FROM: Dennis Morris, Human Resource Director � J� Si7BJECT: Approval Of Amendment Md Reorganizallon To Resolution 2240 "Personnel System Rules And Regulations" And The Amendment Of Ordinance No. 1122 "Civil Service System". DATE: June 8,1999 The City of Colton Peisonnel Rules and Regulations and the Civil Service Ordinauce have not been reviewed or updated since 1962, hence they are in need of consolidation and reorganization. DISCUSSION/ANALYSIS: One of the most visible pmblems with rule compliance is that the Adminishative Policy Manual is confusing to anyone seeking cleaz, complete procedures. Some rules are referenced throughout the manual rather than having all of the infom�ation on one subject in one area. In addifion, the Civil Service Ordinance contained items that should be reorganized to be included in the Pecsonnel Rules and Regulations; and the Pex�onnel Rules and Regulations contained items that needed to be included in the Civil Service Ordinance. To make the ntles easier to interpret for enforceability, the attached revised Pex�onnel Rules and Regulauons and the Civil Service Ordinance has been reorgaziized with �reviousjy �pproved revisions (no actual changes were made), in order to gather like information for quick and accurate reference. All resolutions making changes to the 1962 version are now referenced in the updated version. With this revision/re-organization, this will be our first step in completing a new Administrative Policy Manual that will be more "user friendly" and assist ow staff with the tools to adnrinister the rules. The Human Resource Department has been adding many documents to the Nehvork Neighborhood as our fust step towazd accessible information for all deparhnents and when it is complete the new Adminishrative Manual will be added. The anached updated personnel ru/es and regu[allons have been reviewed (with no objections made) by a[l of our emp[oyee Associations/Unions and the Civrl Service Commission prior to submission to the City CounciL (see attached memo dated May 10,1999) ,ryl�•�•; lu'�.�_ RECOMMENDATION: Staffs recommends that City Council approves the attached Amendment to Resoludon 2240 and conduct the fust reading of the Civil Service Ordinance.
