R-49-99 <br />RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF COLTON <br />APPROVING THE SUBMITTAL OF A RECYCLING MARKET <br />DEVELOPMENT ZONE (RMDZ) REDESIGNATION APPLICATION TO <br />EXPAND THE AGUA MANSA RMDZ TO INCLUDE PORTIONS OF <br />THE CITY OF SAN BERNARDINO AND NEW AREAS IN THE CITY OF <br />COLTON. <br />WHEREAS, the California Public Resources Code Section <br />42010 provides for the establishment of a Recycling Market Development <br />Zone (RMDZ) program throughout the State which provides incentives to <br />stimulate development of secondary materials markets for recyclables; <br />and, <br />WHEREAS, Section 17900, et seq., of Title XIV of the <br />California Code of Regulations provides for the expansion of existing <br />RMDZ boundaries; and, <br />WHEREAS, the cities and counties must meet 50 percent <br />reductions in landfill waste disposal as mandated in the California <br />Integrated Waste Management Act; and, <br />WHEREAS, the State established the Ague Manse RMDZ in <br />August 1993 that includes designated areas in the Cities of Colton, <br />Rialto, and Riverside, and unincorporated areas of Riverside and San <br />Bernardino Counties; and, <br />WHEREAS, the existing Ague Mansa RMDZ will sunset in <br />August 2003; so every opportunity to utilize this economic tool for local <br />growth must be pursued; and, <br />
