1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />I <br />211 <br />27 <br />includes goals consistent with those of the RMDZ program; and, <br />WHEREAS, the City of San Bernardino has adopted, and <br />the California integrated Waste Management Board (CIWMB) has <br />approved, a Source Reduction and Recycling Element (SRRE) <br />administered by the Public Services Department that identifies an <br />RMDZ as a viable program consistent with the City's goals to <br />encourage local businesses to use recycled materials in manufacturing <br />and to reduce the volume and toxicity of waste generated; and <br />WHEREAS, the City of San Bernardino maintains a <br />municipal waste collection fleet, and has a developed a transportation <br />network that will contribute to the success of the RMDZ program in the <br />proposed expansion area; and, <br />WHEREAS, the City of Colton has favorable local <br />economic and infrastructure conditions that will contribute to the <br />success of the RMDZ; and, <br />WHEREAS, the City of San Bernardino and the City of <br />Colton generate adequate feedstock of marketable recyclable materials <br />for processing and manufacturing; and, <br />WHEREAS, each city, county, or each city and county <br />combined, with jurisdiction over the RMDZ and over the expansion area <br />must submit a joint application which includes a resolution adopted by <br />each of the governing bodies agreeing to expand the RMDZ; and, <br />2811 WHEREAS, the Agua Mansa Industrial Growth Association <br />
