Parrish, Assistant City Manager <br />SUBJECT: Approval of the Language for Amendment #1 to the Memorandum of <br />Understanding Between the County of San Bernardino and the City <br />of Colton for Stone Drain 3-5 Phase Il. Additionally Approve an <br />Extension and Amendment to the Consultant Services Agreement <br />with the Arrowhead Management Group for Project Management <br />Services Related to Project 3-5 <br />DATE: March 10, 1999 <br />BACKGROUND: <br />On May 2, 1995, the City of Colton approved the Memorandum of Understanding <br />("MOU") between the County of San Bernardino and the City of Colton for the <br />construction of Traffic Mitigation and Infrastructure Improvements surrounding the <br />Arrowhead Regional Medical Center. On January 5, 1999, the City Council approved <br />an amendment to Section 2.13 of the MOU to provide for the development of a strategy <br />and a plan to mitigate the current flooding conditions that exist on the City's west -side. <br />Furthermore, the City of Colton forwarded a request to the County of San Bernardino to <br />submit the amendment to the County Board of Supervisors (the "Board") for their <br />consideration. <br />On March 4, 1999, the City of Colton received a letter from the County of San <br />Bernardino stating that the amendment to the MOUwouldcome before the Board on <br />March 16, 1999. The, item to come before the Board includes the amended Section <br />2.13 as per the City of Colton's request plus, a request to amend Section 2.09. The <br />proposed amendment to Section 2 .09 stipulates that the County Flood Control District <br />will be the lead agency for bid solicitation, construction contract award, and <br />construction administration when the project is to be constructed. Staff has no objection <br />to the proposed amendment to Section 2.09. <br />In August 1996, the City Council awarded a contract for consulting services to the <br />Arrowhead Management Group ("AMG") for Project Management, Construction <br />Management and Design Engineering for Off -Site Improvements surrounding the <br />Arrowhead Regional Medical Center. The contract was awarded to AMG after going <br />through an extensive Request for Proposals process. <br />DISCUSSION/ANALYSIS: <br />In order to move forward with the spirit of the amendment to the MOU, and to initiate <br />movement towards the construction of Phase 11 of the Project 3-5 Storm Drain, staff <br />Item No. 21 <br />
