Garcia, City Managerk FROM: Tom Hendrix, Fire Chief SUBJECT: Resolution of the City Council Amending Resolution No. R-40-96 as it pertains to the Allocation of the Fourteen Available Licenses for the Operation of Fireworks Booths for the Sale of Fireworks within the City. DATE: April 21, 1999 BACKGROUND: On April 16, 1996, the City Council approved Resolution R-40-96 allocating the fourteen available licenses for the sale of fireworks within the City. The Resolution established an approved list, which was to stay in effect until further action by resolution of the City Council repealing or amending said Resolution. TheResolutionaddressed the allocation of four licenses for churches, four licenses for civic non-profit organizations and six licenses for youth groups. DISCUSSION/ANALYSIS: This past year a request was received from the youth groups to revisit the allocation of youth groups. The Fire Department hosted two meetings to discuss the sharing of the youth groups and possible amendments to R-40-96. Through discussions and a majority vote, a revision to the allocation of licenses for youth groups was agreed upon. There are a total of eight approved youth organizations sharing six licenses. This new arrangement will allow for four organizations to operate their own booths each selling season with the other four sharing. This arrangement will alternate with each selling season. ALTERNATIVES None FINANCIAL IMPACT: None RECOMMENDATION: Staff recommends approval of the attached resolution amending Resolution No. R-40-96. Report Prepared By: Alan J.
