HUTTON, PUBLIC WORKS DIRECTO <br />SUBJECT: DECLARATION OF INTENTION TO VACATE SET <br />RIGHT-OF-WAY OF A PORTION OF WEST HANNA STREET <br />WESTERLY OF SEVENTH STREET — BETWEEN B.N. & S.F. <br />RAILROAD AND THE ALLEY. <br />DATE: November 99 1999 <br />BACKGROUND: <br />Addington Consulting Engineering, on behalf of David & Barbara Lozano, has requested a street <br />vacation of a portion of West Hanna Street, which is adjacent to their property frontage. This street <br />segment is between the B.N. & S.F. Railroad and the Easterly alley and also is Westerly of Seventh <br />Street. The original intent for Hanna Street ("A") was to be a through street from at Pennsylvania to La <br />Cadena drive (8`h Street). In later years street crossings over the railroad property became restricted with <br />the construction of a grade separation at "C" Street, therefore, diminishing this segment of road to a <br />"dead end" street. This portion of right-of-way has minimum benefit to the City of Colton and returning <br />the use of land back to the adjacent property owners could enhance the area. <br />DISCUSSION / ANALYSIS: <br />This request has been reviewed by the Design Review Committee and found to be acceptable. The City <br />Engineer, Fire and Police Department have evaluated the Public safety impact of this proposed street <br />vacation and have determined it to be of minimum impact. Staff recommends street vacation, subject to <br />compliance with conditions of approval, set by the Design Review Committee, and reserves the rights of <br />any and all utility easements. <br />FINANCIAL IMPACT: <br />There is no substantial cost impact to the City for this street vacation. <br />RECOMMENDATION: <br />Staff recommends that the City Council consider the vacation request subject to the conditions <br />established by the Design Review Committee, proclaim "intention to vacate", and establish and set a <br />public hearing on this street vacation for the December 21, 1999 City Council Meeting. <br />Report prepared by James R.
