CITY OF COLTON AGENDA REPORT For Council Meeting of November 16, 1999 TO: HONORABLE MAYOR AND CITY COUNCIL APPROVAL: HENRY GARCIA, CITY MANAGERS] FROM: JOHN C. HUTTON, PUBLIC WORKS DIRECTO SUBJECT: DECLARATION OF INTENTION TO VACATE SET RIGHT-OF-WAY OF A PORTION OF WEST HANNA STREET WESTERLY OF SEVENTH STREET — BETWEEN B.N. & S.F. RAILROAD AND THE ALLEY. DATE: November 99 1999 BACKGROUND: Addington Consulting Engineering, on behalf of David & Barbara Lozano, has requested a street vacation of a portion of West Hanna Street, which is adjacent to their property frontage. This street segment is between the B.N. & S.F. Railroad and the Easterly alley and also is Westerly of Seventh Street. The original intent for Hanna Street ("A") was to be a through street from at Pennsylvania to La Cadena drive (8`h Street). In later years street crossings over the railroad property became restricted with the construction of a grade separation at "C" Street, therefore, diminishing this segment of road to a "dead end" street. This portion of right-of-way has minimum benefit to the City of Colton and returning the use of land back to the adjacent property owners could enhance the area. DISCUSSION / ANALYSIS: This request has been reviewed by the Design Review Committee and found to be acceptable. The City Engineer, Fire and Police Department have evaluated the Public safety impact of this proposed street vacation and have determined it to be of minimum impact. Staff recommends street vacation, subject to compliance with conditions of approval, set by the Design Review Committee, and reserves the rights of any and all utility easements. FINANCIAL IMPACT: There is no substantial cost impact to the City for this street vacation. RECOMMENDATION: Staff recommends that the City Council consider the vacation request subject to the conditions established by the Design Review Committee, proclaim "intention to vacate", and establish and set a public hearing on this street vacation for the December 21, 1999 City Council Meeting.
