1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION R-89-99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON EXHORTING THE CARLSBAD OFFICE OF THE U.S. FISH AND WILDLIFE SERVICE FOR FAILURE TO NEGOTIATE AN ACCEPTABLE MITIGATION OF THE COLTON RECOVERY ZONE FOR THE DELHI SANDS FLOWER -LOVING FLY WHEREAS, the City of Colton is endeavoring to improve the quality of life for all of its residents; and WHEREAS, the City of Colton has made over $11 million in infrastructure improvements to provide municipal services to the undeveloped areas of the City; and WHEREAS, all of the industrial land has been targeted by the Fish and Wildlife Service as habitat or potential habitat for the Delhi Sands Flower -loving Fly; and - WHEREAS, in the course of negotiations with the Fish and Wildlife service no acceptable solution has been agreed to, even with substantial offerings by the City to allow for adequate co -existence of the Fly and development; and WHEREAS, the failure of the Fish and Wildlife Service to accept the City's mitigation proposals has caused the loss of industrial development, the inability of the City to create numerous jobs in an economically depressed area, and the monetary loss of tax revenues including those associated with the providing of municipal services; and WHEREAS, the City of Colton and its citizens have been harmed financially and in their quality of life as a direct result of the Fish and Wildlife Service's reluctance to agree to mitigation terms offered by the City. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton expresses its displeasure and disappointment that the Fish and Wildlife Service has not been able to present an acceptable compromise to the Delhi Sands Flower -loving Fly
