CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF October 19, 1999 TO: Honorable Mayor & City Ccil APPROVAL: Henry Garcia, City Manage FROM: Dennis Morris, Human Resource Director SUBJECT: Amendment Of Agreement With IBEW (Electric Unit) DATE: October 12, 1999 BACKGROUND: In August 1999, the City reached agreement with IBEW (Electric Unit) on the compensation study completed by L.B. Hayhurst & Associates. There is a need to make some minor adjustments to the study results. DISCUSSION/ANALYSIS: There is a need to make minor adjustments to the agreement of August 1999 with IBEW because of issues that were not properly addressed in the Hayhurst Compensation Study. These issues involve the two (2) classifications of Sr. Electrical Engineer Technician and Electrical Engineer Technician that were not properly compared with like functions in other agencies. In other utility departments, such positions are often titled as engineer, service planner, designer, technician, or inspector. We are proposing both salary and title changes for the Sr. Electrical Technician (Electrical Utility Systems Designer) and the Electrical Engineer Technician (Electric Utilities Inspector). The Utility Director and IBEW are in agreement with the proposed changes. FINANCIAL IMPACT: The increase of $11,178, was included and approved in the 99/00 FY budget for the following accounts: 502-8000-8002-1010 (salaries) and 502-8000-8002-1100 (benefits). RECOMMENDATION: That the City Council approve the attached job descriptions, resolution revising the job titles and salary for the Sr. Electrical Engineer Technician and the Electrical Engineer Technician, and giving the authority to the Human Resource Director to sign an amended Consolidated MOU with IBEW with these changes.
