CITY OF COLTON ELECTRIC UTILITY SYSTEMS DESIGNER DEFINITION: Under the direction of the Electrical Systems Engineer, oversees, reviews and performs work activities and duties assigned to the Electrical Engineering Unit; assumes responsibility for the more difficult and complex tasks of office and field engineering work related to the planning, design and construction of electrical distribution systems. DISTINGUISHING CHARACTERISTICS: The Electrical Utility Systems Designer is the lead class responsible for preparation and coordination of electric utility engineering projects. This classification is distinguished from the Electrical Utilities Inspector by virtue of the size and complexity of projects assigned. SUPERVISION EXERCISED: Exercises technical and functional supervision over lower level Electric Utilities Inspector and inspection staff. ESSENTIAL FUNCTIONS: (include but are not limited to the following) • Leads, oversees, reviews and performs the work of staff responsible for office and field engineering work. • Participates in the planning for future modifications and system improvements. • Oversees the proper inspection and quality assurance activities of the department relative to electrical distribution system. • Assists in the training of lower level personnel in the areas of work. • Ensures adherence to safe work methods, procedures and practices. • Identifies training opportunities and needs; makes recommendations to higher level staff. • Responds to questions and concerns from the general public; provides information as is appropriate and resolves service complaints. • Evaluates assigned work projects; estimates time, materials and equipment necessary for the successful completion of the project; acquires necessary resources as is appropriate. • Reviews and checks construction plans submitted by developers to determine service requirements. • Designs and prepares construction plans, work orders, and specifications for the installation of underground and overhead electrical distribution systems. • Coordinates, conducts, and participates in planning and pre -construction meetings with developers. • Develops and administers joint pole agreements. • Creates and maintains AutoCAD drawings and systems maps for the City electric utility system. • Participates in the development of policies and procedures; recommends programs, projects, and work assignments to the Electrical Systems Engineer. • Performs other related duties as required. WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.
