Parrish, Assistant City Managerr�� 4 SUBJECT: DATE: Capital Infrastructure Study Workshop / Discussion Regarding Development Impact Mitigation Fees ', Oct�ber 21, 1999 BACKGRO�UND: PurpoSe o� the Study: The Topping Jacquess Capital Infrastructure Study evaluation of e�sting and future capital infras#ructure build-out of the City of Colton as defined by the City study is to �nsure that adequate infrastructure and func needs of the City of Colton as it proceeds towards its development places an additionaf burden on exisfing Services, it stands to reason, that without mitigation, ser levels that �re not acceptable. Periodic adjustments of fees are scametimes necessary to partially offset the c� services an�! to keep pace with the demand for such infr, Levels of t�eview: is', intended to be a citywide needs based on the projected General Plan. The goal of the lin!,g will be in place to meet the ultimate build-out. Since new Cify Infrastructure and Public vi�es are eventually reduced to d � velopment impact mitigation �s s of such infrastructure and �s ructure and services. AD-HOC C�OMMITTEE: The Topping Jacquess Study cdmpleted in November 9997 was not dane in a vacuum, rather it was developed in I the presence of an ad-hoc committee comprised of representatives from the development and business communitie�. PLANNING COMMISSION: The Topping Jacquess St�udy was reviewed by the Planning C�mmission at Public Hearings held on November 26, 1996 and February 24, 1998 wher� the Commission adopted Resolution NQ. R-01-98 its recommendation to the City Council to accept the Capital Infrastructure Study with exceptions. The exceptions generally have to do with adjustiing the deve,lopment fees for Parks and Traffic Mitic�ation fees. The recommendation from the'�� Planning Commission was delayed at the request of the City Manager to allow the o�portunity for one addifional review of the study by the "Capital Projects Team." , CAPiTAL Pff20JECTS TEAM REVIEW: The Capital Projects Team consists of staff members R�bb Steel, Tom Clarke, John Huttan, AI Holliman Greg Lantz and Daryl Parrish. Ad�(itionaliy David Zamora and Andres Sato participated in this project, as they were the key staff associated with the Capital Infrastructure Study as it prbceeded through the ad-hoc committee and the Planning Commission.
