Parrish, Assistant City Managerr�� <br />4 <br />SUBJECT: <br />DATE: <br />Capital Infrastructure Study Workshop / Discussion Regarding <br />Development Impact Mitigation Fees ', <br />Oct�ber 21, 1999 <br />BACKGRO�UND: <br />PurpoSe o� the Study: <br />The Topping Jacquess Capital Infrastructure Study <br />evaluation of e�sting and future capital infras#ructure <br />build-out of the City of Colton as defined by the City <br />study is to �nsure that adequate infrastructure and func <br />needs of the City of Colton as it proceeds towards its <br />development places an additionaf burden on exisfing <br />Services, it stands to reason, that without mitigation, ser <br />levels that �re not acceptable. Periodic adjustments of <br />fees are scametimes necessary to partially offset the c� <br />services an�! to keep pace with the demand for such infr, <br />Levels of t�eview: <br />is', intended to be a citywide <br />needs based on the projected <br />General Plan. The goal of the <br />lin!,g will be in place to meet the <br />ultimate build-out. Since new <br />Cify Infrastructure and Public <br />vi�es are eventually reduced to <br />d � velopment impact mitigation <br />�s s of such infrastructure and <br />�s ructure and services. <br />AD-HOC C�OMMITTEE: The Topping Jacquess Study cdmpleted in November 9997 <br />was not dane in a vacuum, rather it was developed in I the presence of an ad-hoc <br />committee comprised of representatives from the development and business <br />communitie�. <br />PLANNING COMMISSION: The Topping Jacquess St�udy was reviewed by the <br />Planning C�mmission at Public Hearings held on November 26, 1996 and February 24, <br />1998 wher� the Commission adopted Resolution NQ. R-01-98 its recommendation to <br />the City Council to accept the Capital Infrastructure Study with exceptions. The <br />exceptions generally have to do with adjustiing the deve,lopment fees for Parks and <br />Traffic Mitic�ation fees. The recommendation from the'�� Planning Commission was <br />delayed at the request of the City Manager to allow the o�portunity for one addifional <br />review of the study by the "Capital Projects Team." , <br />CAPiTAL Pff20JECTS TEAM REVIEW: The Capital Projects Team consists of staff <br />members R�bb Steel, Tom Clarke, John Huttan, AI Holliman Greg Lantz and Daryl <br />Parrish. Ad�(itionaliy David Zamora and Andres Sato participated in this project, as they <br />were the key staff associated with the Capital Infrastructure Study as it prbceeded <br />through the ad-hoc committee and the Planning Commission.
