The Subject Site is not physically suitable for the type and density of <br />development proposed. The Subject Site contains approximately 11 acres, with 7.5 <br />acres devoted to single family residential development and 3.4 acres devoted to <br />existing church uses. Although the density proposed is within the range of densities <br />permitted, this subdivision proposes to create lots that are inconsistent and <br />incompatible with surrounding residential lots because they are substantially smaller <br />than surrounding lots. <br />SECTION 4. As the legislative body determining this appeal, the City Council <br />reviewed and considered the information contained in the negative declaration, initial <br />study and administrative record prior to denying the Project. <br />SECTION 5.
