City Council Meeting of September 7, 1999 <br />Reichel Appeal DT -28-99 and DZ -09-99 <br />Page 2 <br />ALTERNATIVES: <br />Deny the appeal by the applicant, which also denies Tentative Tract 16019 and the Amendment to <br />the Environmental Assessment to File Index Number DZ -09-99. Deny the Zone Change of R-1 to R- <br />1/PC. <br />FINANCIAL IMPACT: <br />It is unknown at this time what the financial impact will be to the City's revenue accounts. The <br />applicant would be assessed significant development fees prior to construction. Once the homes <br />were built, property taxes would also generate additional new revenue. The property currently is <br />exempt from property taxes due to the church's non-profit status. <br />G'_. <br />rr� <br />D VID . ZAM RA Co nunity Development Director <br />ENVIRONMENTAL IMPACT: <br />The Planning Commission did not approve the Negative Declaration for these projects. The <br />Environmental Assessment found that no significant environmental impacts would result if the Zone <br />Change and Tentative Tract 16019 were approved. <br />RECOMMENDATION: <br />Staff recommends that the City Council accept public testimony on the proposed project, and after <br />careful consideration, should the Council choose to uphold the Planning Commission decision, the <br />appropriate Resolution is attached for Council adoption.
