File Index Number DZ -09-99 <br />Concurrently with File Index Number DT -28-99 <br />July 27, 1999 <br />Page 4 <br />COMPATIBILITY TO SURROUNDING USES <br />The project site is located in a fully urbanized area. Notwithstanding two churches, one <br />that is located immediately adjacent to the project site at the southwest corner of Citrus <br />Street and Pennsylvania Avenue and the second to the west on Citrus Street, it is <br />surrounded on the north, south and west by existing R-1 single family residential <br />houses. Located across Pennsylvania Avenue on the east is American Tire Disposal, <br />which is a tire recycling facility. The facility is located on property that is zoned M-1, <br />which is Light Industrial. American Tire Disposal was granted a Conditional Use Permit <br />by the Planning Commission to operate the tire recycling facility, and as a Condition of <br />Approval is required to provide adequate landscaping and screening along <br />Pennsylvania Avenue. It is staff's opinion that the proposed projects, DZ -09-99 and DT - <br />28 -99, are compatible with the surrounding uses. <br />ENVIRONMENTAL CONCERNS: <br />On March 23, 1999, an Initial Study and Environmental Analysis was prepared for File <br />Index Number DZ -09-99, and processed by staff for comments to all Responsible <br />Agencies. Staff received a response from the Colton Joint Unified School District <br />stating that if the property was rezoned, and subsequently developed with 39 single <br />family residential units (this is the number of units that the applicant initially intended to <br />construct), it would have the potential to impact the District's elementary school in the <br />immediate area. Based on the District's response, on April 12, 1999, staff issued a <br />supplemental amendment to the Initial Study and Environmental Analysis. <br />In order to comply with the request of the Design Review Committee, the applicant <br />subsequently submitted Tentative Tract #16019, File Index Number DT -28-99. On June <br />3, 1999, in lieu of preparing another Initial Study and Environmental Analysis for File <br />Index Number DT -28-99, staff prepared an Addendum to the Initial Study and <br />Environmental Analysis that was prepared for File Index Number DZ -09-99. The <br />Addendum provided a description of the proposed Tentative Tract #16019, and was <br />processed by staff for comments to all Responsible Agencies. Staff received one <br />response, from Southern California Edison, stating that the proposed Tentative Tract <br />#16019, would not unreasonably interfere with their easement located within the <br />boundaries of the proposed map. No other comments were received. <br />On June 21, 1999, the Design Review Committee considered both proposals, DZ -09-99 <br />and DT -28-99. The Committee recommends that the Planning Commission approve <br />File Index Number DZ -09-99 and recommend approval to the City Council with the filing <br />of a Negative Declaration, and approval of File Index Number DT -28-99, with Conditions <br />of Approval. <br />
