R-04-99 A RESOLUTION OF THE PLANNING COMNUSSION OF THE CITY OF COLTON RECOMA ENDING TO THE COLTON CITY COUNCIL DISAPPROVAL OF A ZONE CHANGE AND ADOPTION OF A NEGATIVE DECLARATION FOR FILE INDEX NO. DZ -09-99 WHEREAS, the City of Colton Planning Commission (the "Planning Commission") held a public hearing on July 27, 1999, after giving public notice of the proposed zone change; and WHEREAS, the Planning Commission has determined that the zoning designation of property located on church property adjacent to the southwest corner of Citrus and Pennsylvania Avenue as shown in Exhibit "A" (Assessor Parcel Numbers: 160-221-10 and 160- 221-11) ("Subject Site") should not be amended; and WHEREAS, the Planning Commission has determined the proposed zone change is not consistent with the City of Colton General Plan; WHEREAS, the Planning Commission has determined that the proposed zone change is not in the best interests of the City's general welfare and the public health and safety, and that it would not be in the public interest to recommend approval of the requests; BE IT NOW THEREFORE RESOLVED AS FOLLOWS: Section 1. The Planning Commission has determined the proposed zone change is not consistent with the City of Colton General Plan. Section 2. The Planning Commission hereby recommends that the City Council not amend the zoning designation of the Subject Site from R-1 (Single Family Residential) to R-1 (Single Family Residential)/PC (Planned Community). Section 3. The Planning Commission hereby determines that this recommendation, pursuant to the City of Colton implementing procedures and the State CEQA Guidelines, has been found to have no significant impact on the environment and a Negative Declaration has been prepared. The Planning Commission hereby recommends adoption of the Negative Declaration.
