R-04-99 <br />A RESOLUTION OF THE PLANNING COMNUSSION OF THE <br />CITY OF COLTON RECOMA ENDING TO THE COLTON <br />CITY COUNCIL DISAPPROVAL OF A ZONE CHANGE AND <br />ADOPTION OF A NEGATIVE DECLARATION FOR FILE <br />INDEX NO. DZ -09-99 <br />WHEREAS, the City of Colton Planning Commission (the "Planning <br />Commission") held a public hearing on July 27, 1999, after giving public notice of the proposed <br />zone change; and <br />WHEREAS, the Planning Commission has determined that the zoning <br />designation of property located on church property adjacent to the southwest corner of Citrus and <br />Pennsylvania Avenue as shown in Exhibit "A" (Assessor Parcel Numbers: 160-221-10 and 160- <br />221-11) ("Subject Site") should not be amended; and <br />WHEREAS, the Planning Commission has determined the proposed zone change <br />is not consistent with the City of Colton General Plan; <br />WHEREAS, the Planning Commission has determined that the proposed zone <br />change is not in the best interests of the City's general welfare and the public health and safety, <br />and that it would not be in the public interest to recommend approval of the requests; <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />Section 1. The Planning Commission has determined the proposed zone <br />change is not consistent with the City of Colton General Plan. <br />Section 2. The Planning Commission hereby recommends that the City <br />Council not amend the zoning designation of the Subject Site from R-1 (Single Family <br />Residential) to R-1 (Single Family Residential)/PC (Planned Community). <br />Section 3. The Planning Commission hereby determines that this <br />recommendation, pursuant to the City of Colton implementing procedures and the State CEQA <br />Guidelines, has been found to have no significant impact on the environment and a Negative <br />Declaration has been prepared. The Planning Commission hereby recommends adoption of the <br />Negative Declaration. <br />
