City of Colton <br />Giant RV Agenda Report <br />Meeting of September 7, 1999 <br />Page 3 of 8 <br />performance based reimbursement mechanism to the Participant for significant increases in their <br />existing sales volumes. The Agreement also establishes maximum levels of reimbursement for <br />the Developer based upon completion of certain improvements and their required investment. <br />B. Participant's Qualifications <br />The Participant currently operates Giant Inland Empire RV Center ("Giant RV") in the American RV <br />Expo development located at 920 RV Center Drive. Giant RV also operates several other <br />Southern California locations including stores in San Bernardino, Corona and Upland. Giant RV <br />has been located at the American RV Expo location for the past 9 years and has grown to now be <br />the largest sales tax producer at the American RV Expo facility based upon the most recent sales <br />tax figures. <br />C. Scope of Development <br />The proposed development will include the construction of a state of the art RV Sales and Service <br />facility on a total of 11.4 acres of property located on Santo Antonio Drive. The project will include <br />the construction of a 9,256 square foot sales facility/office and a 23,155 square foot parts and <br />service facility on the 7.73 acres (Phase I); and, the construction of vehicle storage and additional <br />saies dispiay area on an adjacent 3.38 acre parcel (Phase II). As part of the overall development, <br />the Developer has also proposed the construction of a freeway oriented Electronic Reader Board <br />Sign ("ERB") to promote and advertise the dealership facility. The construction of the ERB sign is <br />subject to the approval of a Conditional Use Permit (CUP) and major variance. In the event the <br />City does approve the construction of the ERB, the Developer will install other freeway-oriented <br />signage to advertise the New Dealership which is consistent with the City's Code. <br />D. Developer's Obligation under the Agreement: <br />The Agreement provides that the Developer is responsible and obligated as follows: <br />1. The Developer shall develop a new RV Dealership upon Phase I of the site including all <br />on-site and off-site improvements in accordance with Community Development <br />Application No. DC-23-98. <br />2. The Developer shall within 90 days from the effective date of the agreement submit <br />conceptual design drawings for the Phase II expansion. Following the City's review and <br />approval of the conceptual drawings, the Developer shall diligently prepare all other <br />drawings, plans or documents necessary to obtain building permit approval. <br />3. The Developer shall develop the Phase II expansion, which shall consist of paved <br />parking, lighting, landscaping and other improvements that are ancillary to the New <br />Dealership in conformance with the Schedule of Performance. <br />4. The Developer shall operate the new dealership in a reasonable and prudent manner <br />with the objective of generating the greatest feasible amount of sales tax revenues and <br />creating significant employment for a period of ten years following the commencement <br />date. <br />
