GARCIA, CITY MANAGEfeV <br />FROM: AL HOLLIMAN, FINANCE DIRECTOR <br />SUBJECT: REQUEST FOR APPROVAL OF AN AGREEMENT WITH CES <br />LANDTEC FOR COMPUTER RELATED SERVICES IN AN <br />AMOUNT NOT TO EXCEED $25,000. <br />DATE: SEPTEMBER 9,1999 <br />BACKGROUND: <br />As a result of staff resignations in mid-June of this year the City of Colton was <br />suddenly without support for its Information Systems Division. Based upon the <br />recommendation of the consultant working on the utility billing conversion, CES <br />LANDTEC agreed to provide contractual staff services to the City as a short-term <br />emergency measure. <br />DISCUSSIONIANALYSIS: <br />As previously indicated, the relationship with CES LANDTEC was intended to be <br />short-term in nature, but the actual duration was unknown. The City Manager <br />approved the initial agreement which could be terminated at any time and was <br />based on time and charges with no minimum or maximum amount. It was staffs' <br />intention to bring the matter before the City Council once it was estimated that the <br />contract amount would exceed the City Manager's authority limit of $15,000. This <br />now appears to be the case. <br />CES LANDTEC has provided very good service in a time of much activity and <br />transition regarding the City's information services. However, due to some <br />changes at that company and different needs for the City, it is anticipated that <br />another short-term agreement with another computer service provider will be <br />entered into prior to the end of September. Over the next 60 days, the Finance <br />Director and Information Systems Committee will further evaluate the City's long- <br />term computer staffing needs with a permanent solution expected by December <br />31, 1999. <br />It is estimated that aggregate payments due to CES LANDTEC will not exceed <br />$25,000 through September 30, 1999. <br />Item #15 <br />
