Parrish, Assistant City Manager \ <br />SUBJECT: Approve Notice of Completion for the Randall Avenue Stone Drain <br />and the Pepper Avenue Widening Projects <br />DATE: March 28, 2000 <br />BACKGROUND: <br />On August 17, 1999 the City Council awarded a contract to C.P. Construction for the <br />construction of the Randall Avenue Storm Drain Project. The storm drain consists of <br />approximately 2200 linear feet of pipe and catch basins running along Randall Avenue <br />from approximately Eucalyptus Avenue on the west to approximately Meridian Avenue <br />on the east. Funding was provided in the Capital Projects Budget (CIP) and Host City <br />Fees Fund for the Pepper Avenue Widening project that includes a small strip on the <br />west side of Pepper Avenue just south of Randall Avenue. <br />The Randall Avenue Storm Drain project and the Pepper Avenue Widening project are <br />located in the general vicinity of each other and upon the advice of the City Engineer it <br />was suggested that we combine both construction projects in order to save time and <br />money, as mobilization costs would not be required for two separate projects. Based on <br />that advice C.P. Construction was authorized to construct both the Randall Avenue <br />Storm Drain project and the Pepper Avenue Widening project <br />DISCUSSION/ANALYSIS: <br />Recently staff was notified by our contract City Engineer that construction of the <br />projects has been completed including all punch list items specified during the final <br />inspection of the projects. Based on that information the City should execute the <br />attached notice of completion and release the final retention payment to C.P. <br />Construction thirty-five days thereafter. <br />As stated in an earlier report, the Randall Avenue Storm Drain project will remain dry <br />until the County of San Bernardino receives environmental clearance to enlarge the <br />Randall Detention Basin. Once that is complete, the bulkhead on the Randall Avenue <br />Storm Drain will be removed and the connection between the storm drain and the <br />detention basin will be constructed. The County of San Bernardino as a part of its <br />Randall Detention Basin Enlargement project will construct the connection between the <br />two facilities and remove the existing bulkhead. <br />ENVIRONMENTAL IMPACT: <br />None. <br />Item #5 <br />
