Mt. Vernon Corridor Projects 33445 Findings <br />April 4, 2000 <br />Page 3 of 6 <br />Finding #1/Section 33445 Benefit Findings <br />Those projects that are located within the project area include: <br />- Mt. Vernon Streetscape Project <br />- Commercial Rehabilitation Grant Program <br />- Colton Avenue Underground <br />- Colton Avenue Bikepath <br />- Fairway Street Widening <br />The Mt. Vernon Streetscape Project can be shown to benefit the Project Area and surrounding <br />neighborhood as follows: <br />Mt. Vernon is a main arterial road providing traffic circulation through the project area. <br />The installation of the center median(s), landscaping improvements, sidewalks, <br />hardscape, trees and street lighting along the Mt. Vernon Corridor will provide needed <br />pedestrian improvements that are lacking in the area, enhance the visual aesthetics of <br />the area, improve the safety of both pedestrian and vehicular traffic, and serve as an <br />element of community design. <br />The Commercial Rehabilitation Grant Program can be shown to benefit the Project Area and <br />surrounding neighborhood as follows: <br />The Commercial Rehabilitation Grant Program will provide matching grants to <br />businesses and property owners to rehabilitate, retrofit, and make needed property <br />related improvements to facilitate the reuse of various commercial properties within the <br />project area. The matching grant program can be shown to increase the level of <br />investment in the community, help eliminate blight and blighting influence in the project <br />area, as well as maintain and improve the property values in the project area. <br />The Scenic Drive Fencing Project can be shown to benefit the project area as follows: <br />The installation of a wrought iron fence along the south side of Scenic Drive will help <br />eliminate blight and blighting influences in the project area, enhance the visual aesthetic <br />of the area, as well as improve safety. The installation of the fencing along the hillside <br />will protect the landscaping on the hillside from being damaged or destroyed by <br />pedestrians as well as prevent pedestrians and bicyclists from injuring themselves on <br />the hillside. <br />The Colton Avenue Under -grounding Proiect can be shown to benefit the project area as follows: <br />The elimination of overhead power lines which cross over Colton Avenue will improve <br />the health, safety and reliability of electric service in the project area. In addition, the <br />elimination of overhead power lines will improve the visual aesthetics of the area. <br />The Colton Avenue Bikepath Proiect will benefit the project area as follows: <br />The construction of a bike path along Colton Avenue will help eliminate blight and the <br />blighting influence of the abandoned railroad right of way. The installation of bikepath <br />including the landscaping, sidewalks and lighting associated with it will enhance the <br />
