Customer Service Policy No. 27 <br />Direct Access Rules <br />The purpose of these rules is to establish consistent guidelines and procedures for <br />allowing Colton Electric Utility customers to take advantage of possible economic <br />benefits from direct access to energy suppliers as permitted by State Law. The <br />appropriate division of City Goverm-nent responsible for implementing particular rules is <br />identified in parentheses. <br />A. Customer Responsibilities <br />I . Customers desiring information on direct access services can contact either the Colton Electric Utility <br />or an Energy Service Provider for information. The Colton Electric Utility shall provide interested <br />customers with a standard packet of information including procedures and requirements for electing <br />direct access (responsibility Energy Services). <br />2. If a customer selects an alternative Energy Service Provider, all necessary arrangements for direct <br />access may be coordinated between the customer and the Energy Service Provider, with the Energy <br />Service Provider acting as the central point of contact with the Colton Electric Utility. <br />3. Customers are responsible for selecting an Energy Service Provider. Only one Energy Service <br />Provider may be designated at a time at each customer's premises, regardless of the number of meter <br />service accounts at those premises. <br />B. Energy Service Provider Responsibilities <br />Energy Service Providers must set up a direct access account with the Colton Electric Utility before <br />offering direct access services to customers served by the Colton Electric Utility (responsibility <br />Energy Services). In order to set up a direct access account for an Energy Service Provider, the <br />following requirements must be met by the Energy Service Provider: <br />• Must obtain CPUC registration if serving customers with peak demand less than 20 kW <br />• Must identify the WEPEY/ISO registered Scheduling Coordinator with which they have <br />contracted to provide such services for electric distribution customers of the City of Colton <br />• Must identify an independent verification agent with which they have contracted to provide <br />such services if serving customers with peak demand less than 20 kW <br />• Must meet credit worthiness requirements of Colton Electric Utility <br />• Must specify services to be offered and methods for providing <br />• Must obtain a City Business License <br />2. Energy Service Providers must adhere to communications requirements for data exchange by <br />entering into a metering and billing agreement with the City of Colton. (responsibility Energy <br />Information Specialist). <br />3. Energy Service Providers must assure that each customer has the required meter and data <br />communications for direct access (from account setup). <br />4. After items above are addressed, Energy Service Providers may request, with proof of customer <br />authorization, to have customer accounts switched to direct access. <br />
