5. Energy Service Providers that wish to offer or have Colton Electric Utility provide new metering and <br />data communications equipment to support direct access, must submit a Meter and Data <br />Communications Request for each meter account (Request to Energy Services transmitted to <br />Substation Superintendent (maintaining a single point of contact for Energy Service Supplier)): <br />a. From the request, the Substation Superintendent or his or her designee will define metering <br />systems requirements necessary to support the desired direct access service options and assess <br />the adequacy of existing metering and communications equipment. <br />b. The Substation Superintendent or his or her designee will coordinate the installation of new or <br />additional equipment for that meter account based on a set of standards approved by <br />engineering and the Substation Superintendent. <br />c. The Substation Superintendent or his or her designee shall approve the installed metering and <br />data communications systems. <br />6. The Energy Service Provider must submit a service request (Direct Access Service Request or DASR) <br />to the Colton Electric Utility for each meter service account that it wishes to serve under direct access <br />(Request to Energy Services) at or above 20 kW. <br />7. For customers below 20 kW, the Energy Service Provider will provide a completed DASR through an <br />Independent Verification Agent, or by other approved methods, to Colton Electric Utility. <br />8. The DASR cited in #7 above shall include (Energy Services) <br />Customer name and service account address <br />Account Number <br />• Energy Service Provider Name <br />• Scheduling Coordinator <br />• Scheduling Coordinator registration number <br />• Metering Service Option <br />• Date metering and billing data communications setup finalized <br />• Billing Service Option <br />• For customers relying on consolidated billing, date that information transfer methodology <br />between Colton Electric Utility (Information Specialist) and Energy Service Provider <br />approved <br />• For customers below 20 W, indication that the change in the Energy Service Provider has <br />been approved <br />• Verification that the customer has signed a commitment to pay CTC <br />• For customers above 20 kW, written contracts between the Energy Service Provider and the <br />customer must be attached <br />• Distribution losses provided by Colton Electric Utility to be used for billing <br />9. Colton Electric Utility must be notified whenever a customer changes its Energy Service Provider. An <br />Energy Service Provider acquiring a customer from another Energy Service Provider must follow the <br />same procedures as an Energy Service Provider signing up a customer for direct access for the first <br />time. <br />C. Colton Electric Utility Responsibilities <br />1. The 20 kW threshold will be used to determine eligibility for load profiling and third -party metering <br />services (the Colton Electric Utility will provide metering and billing services for all customers under <br />20 kW). The criteria for determining 20 kW or above will be the existing criteria used to differentiate <br />between Rate Schedule GS 1A and GS 113. <br />
