Robert E. Ferguson, P.E., Consultant, has 30 years of experience in the electric power <br />industry. He is a graduate of the University of Southern California, having received his <br />Bachelors in Mechanical Engineering and a Masters Degree in Civil Engineering. He is <br />a registered Mechanical Engineer in the State of California. After graduation he <br />accepted a position as a Plant Engineer with the Southern California Edison Company <br />(SCE). He worked for six years in plant construction, startup and operations. He was a <br />central and active participant in the startup of the Long Beach combined cycle generating <br />facility. In 1977, he transferred to the Accounting and Control Department, Operational <br />Audits Division, of SCE. In this capacity he performed both management and <br />compliance audits of power supply procurement and construction. In 1979, he was <br />appointed Fleet Engineer for Edison's Automotive Services Department, with <br />responsibility for the specification and inspection of heavy equipment used by SCE. In <br />1981, he entered the Conservation Department, where he worked in the implementation <br />of tariffs pertaining to generation and interruptible service and the negotiation of <br />contracts for Cogeneration Facilities. He continued in the role of contract negotiator and <br />administrator for Cogeneration Facilities and worked on over 100 cogeneration projects <br />prior to his retirement in 1996. During this period he cross -trained in the Inter -Utility <br />Contracts Section and Research and Development. Since that time he has provided <br />consulting services to the Southern California Gas Company and various Qualifying <br />Facilities. He is a past President of the Los Angeles Power Association, and is a <br />member of the American Society of Mechanical Engineers. <br />
