REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of June 6, 2000 <br />TO: Honorable Mayor and City Courkpilmembers <br />APPROVAL: Henry Garcia, Executive Direct*--, <br />FROM: Robb Steel, Redevelopment Directo a <br />SUBJECT: Consideration and Approval a Resolution Designating a <br />Redevelopment Survey Area for Study Purposes <br />DATE: May 24, 2000 <br />Background <br />The Redevelopment Agency for the City of Colton currently has seven redevelopment project <br />areas totaling some 2,032 acres, as follows: <br />Downtown No. 1 <br />18 <br />acres <br />Downtown No. 2 <br />14 <br />acres <br />Cooley Ranch <br />436 <br />acres <br />Santa Ana River <br />425 <br />acres <br />West Valley <br />558 <br />acres <br />Mt. Vernon Corridor <br />441 <br />acres <br />Rancho -Mill <br />140 <br />acres - <br />Please refer to the project area map attached as Exhibit "A". <br />Although these project areas cover approximately 18% of the total area in the City of Colton, <br />they exclude many parts of the City that show signs of blight and distress, as evidenced by <br />inadequate infrastructure, abandoned properties, dilapidated buildings, and depressed property <br />values. In many instances these physical and economic problems cannot be adequately <br />addressed by the private sector alone and in many instances will require direct public <br />intervention to reverse the process of decline. To address these issues, the Agency is currently <br />considering the formation of a new project area or areas to help reverse these negative impacts. <br />Prior to forming a new project area, the Agency must first establish what is called a "survey <br />area" to study if the identified areas meet the legal definitions of blight (both physical and <br />economical); and, to determine if forming a new project area is economically feasible. Agency <br />staff has identified various portions of the City for inclusion into a new Survey Area. These <br />areas are denoted on the map of the City attached to the staff report as Exhibit "B". <br />Item # 14 <br />
