line item to another to cure account deficiencies. One of the policy revisions is to exempt the "Travel and Meetings" line <br />item from such City Manager's authority. This change enables the City Council to be aware of (and approve) any situation <br />in which an individual department may exceed its original budget for travel and meetings. <br />Again, the impetus of the changes is to give the City Council more control at the policy and macro budget level and let <br />management approve and administer individual training/travel. <br />FINANCIAL IMPACT <br />The proposed policy changes are not expected to have any material impact (positive or negative) on the operating budget <br />of any fund. No changes are recommended to any of the existing budgets for Travel and Training. <br />ENVIRONMENTAL.
