Zamora,7L'fi m-unjty Development Director <br />SUBJECT: Appeal to the City Council regarding the Planning Commission's decision to <br />deny File Index Number DC -69-99 (La Mesa RV), a request for Design Review <br />and Conditional Use Permit to establish a recreation vehicle center in a PC <br />(Planned Community) Zone <br />DATE: <br />28, 2000 <br />BACKGROUND: <br />On February 8, 2000, the Planning Commission considered and denied a request from La Mesa RV <br />for a Conditional Use Permit to establish a recreation vehicle center in a PC (Planned Community) <br />Zone (vacant K -Mart building and parking lot area), File Index Number DC -69-99. <br />After receiving public testimony, the Commission considered and denied the applicant's request. <br />Attached are the Minutes of the Planning Commission Meeting of February 8, 2000 (Attachment A). <br />Upon denial by the Planning Commission, the applicant was informed of the ten-day appeal period. <br />On February 17, 2000, the applicant filed an official appeal (Attachment B) of the Planning <br />Commission's denial of the Conditional Use Permit to establish a recreation vehicle center in a PC <br />(Planned Community) Zone. <br />DISCUSSION/ANALYSIS: <br />Attached for the Council's review is a copy of the Staff Report (Attachment C) which provided Staff's <br />analysis of the proposed projects at the Commission hearing. As noted in the report, under Project <br />Description, the proposed project would include a RV sales display area, showroom, parts and a <br />service area. In addition, ten roll -up doors of various sizes are proposed to be installed along the <br />north wall to display RV's indoors, and along the west wall for service bays. The parking lot located <br />on the east portion of the site is proposed to be fenced with wrought iron and continue along the <br />perimeter to secure the site from vandalism and to control access to the RV's. It was determined <br />that a block wall will be constructed on the west portion of the project perimeter to screen the RV <br />center from view of the residential units located west of the site. <br />After receiving public testimony, the Planning Commission determined that the proposed RV sales <br />and service center was not consistent with the area nor the suggested use of the site. They believed <br />it would have an undesirable impact to traffic, and to the commercial and residential properties <br />located in the vicinity of the project. <br />ALTERNATIVES: <br />Deny the appeal by the applicant, which would uphold the Planning Commission's denial of File <br />Index Number DC -69-99. <br />Item #4 <br />
