Planning Commission Meeting <br />Minutes of February 8, 2000 <br />Page 2 of 8 <br />Lou Lightfoot, Lightfoot Planning Group, 702 Civic Center Drive, Oceanside, CA <br />Mr. Lightfoot briefly discussed his firm's history and qualifications. <br />Dan Milich, Senior Planner, 702 Civic Center Drive, Oceanside, Oceanside <br />Mr. Milich informed the Commission that he would be acting as the project manager <br />for the update. He introduced Associate Planner Ms. Vicki Parker who would also be <br />assisting with the update. Mr. Milich explained the process and timeline for the <br />project. He indicated that an advisory committee would be formed and that they are <br />requesting that three Planning Commissioners volunteer as members for that <br />committee. <br />ITEM F — PUBLIC HEARINGS <br />1. FILE INDEX NUMBER: DC -69-99 LA MESA RV <br />Commissioner Carter stated that she may have a potential conflict of interest with this <br />item and excused herself the dais. <br />Ms. Banuelos read the staff report indicating that the applicant is requesting Design <br />Review and a Conditional Use Permit to establish a RV Center in a PC (Planned <br />Community) Zone. Ms. Banuelos stated that the application was processed through <br />the Design Review Committee (DRC) on January 3, 2000 and that their comments <br />had been incorporated into the Conditions of Approval. She indicated that the <br />proposal is considered to be consistent with the intent and guidelines of the General <br />Plan; that the proposed project is consistent with the Zoning Ordinance, provided the <br />applicant is granted a Conditional Use Permit and complies with the Conditions of <br />Approval, which meet the development standards for this type of project; that the <br />proposal is considered to be compatible with its surrounding uses and that the <br />proposal will not have a significant effect on the environment and has been <br />determined as categorically exempt from C.E.Q.A. She stated that it is Staff s <br />recommendation that the Planning Commission approve the proposed project, subject <br />to the Conditions of Approval. <br />Mr. Soto indicated that Staff had received a letter requesting denial of the Conditional <br />Use Permit from Lee Deierling and that Mr. Deierling was present at the meeting. <br />Public Hearing Opened <br />Commissioner Chavez inquired as to whether the DRC's concerns about the <br />encroachment on neighboring businesses parking stalls had been addressed. Mr. <br />Soto stated that the applicant submitted a revised plan indicating the changes in <br />parking that the DRC had requested. <br />Jon Zane, 958 North La Cadena Drive, Colton <br />Mr. Zane stated that he is the architect and representative for the applicant. He <br />stated that this building, like many others in the City, has been vacant for a long time <br />
