CITY OF COLTON <br />AGENDA REPUK I t -UK I tit UUUNUIL nett I INU Ur MAKUH i, [UUU <br />SUBJECT: APPROVAL OF CHANGE ORDER NO. 2 TO THE KRIEGER & <br />STEWART DESIGN CONTRACT FOR WATER AND SEWER LINE <br />REPLACEMENTS IN THE AMOUNT OF $200,000 FOR THE DESIGN <br />OF ADDITIONAL WATER AND SEWER LINE REPLACEMENTS AND <br />CONSTRUCTION INSPECTION; AND APPROVAL OF RESOLUTION <br />ALLOCATING ADDITIONAL FUNDING FOR SEWER LINE <br />At this time, there is no sewer line in Norman Road, instead the sewer lines serving the <br />area are located in three 10' utility easements running behind the homes. When these <br />sewer lines were originally installed, the property lines were intended to end before the <br />10' utility easements. It is not known if the easements were to become alley ways, but <br />for whatever reasons, the easements were encroached upon by the property owners; <br />and are no longer accessible due to fencing and other structures being placed on top of <br />the sewer lines. The sewer lines cannot be cleaned or repaired, and at least one of the <br />sewer lines is collapsing, resulting in sewage backup into homes. <br />The new sewer line installation will require the City to reconfigure the residents' sewer <br />laterals from the back of the home to the front and connect them to the new sewer line. <br />This would be done at the City's expense. <br />FINANCIAL IMPACT <br />APPROVED WATER AND SEWER LINE REPLACEMENT PROJECT: <br />The additional engineering cost for water line replacements is $8,800, and funded in <br />the FY99-00 Water Capital Improvements Budget, Account No. 521-8100-8106-3890. <br />The additional engineering cost for sewer line construction inspection and engineering <br />support services is $122,100, and will be appropriated in the Wastewater Capital <br />Improvements Budget, Account No. 522-8200-8206-3890. An additional appropriation <br />of $122,100 from the Sewer Retained Earnings Account No. 522-2780 is required. <br />WATER AND SEWER LINES FOR NORMAN ROAD: <br />The water line replacement engineering cost for Norman Road is $19,500; and the new <br />sewer line installation engineering cost for Norman Road is $49,600. The total cost for <br />water and sewer line design and construction engineering services for Norman Road is <br />$69,100, and will be appropriated in the Wastewater Capital Improvements Budget, <br />Account No. 522-8200-8206-3890. An additional appropriation of $49,600 from the <br />Sewer Retained Earnings Account No. 522-2780 is required. <br />Page 2 of 3 <br />
