Parrish, Assistant City Manager <br />SUBJECT: Approve Extension to the Consultant Services Agreement with the <br />Arrowhead Management Group for Project Management Services <br />Related to Project 3-5. Additionally Approve a Comprehensive <br />Evaluation of the Meridian Avenue Detention Basin in Concert with <br />Project 3-5 <br />DATE: March 10, 1999 <br />On May 2, 1995, the City of Colton approved the Memorandum of Understanding <br />("MOU") between the County of San Bernardino and the City of Colton for the <br />construction of Traffic Mitigation and Infrastructure Improvements surrounding the <br />Arrowhead Regional Medical Center. On January 5, 1999, the City Council approved <br />an amendment to Section 2.13 of the MOU to provide for the development of a strategy <br />and a plan to mitigate the current flooding conditions that exist on the City's west side. <br />Furthermore, the City of Colton forwarded a request to the County of San Bernardino to <br />submit the amendment to the County Board of Supervisors (the "Board") for their <br />consideration. <br />On March 4, 1999, the City of Colton received a letter from the County of San <br />Bernardino stating that the amendment to the MOU would come before the Board on <br />March 16, 1999. The amendment came before the Board and was approved and <br />included the amended Section 2.13 as per the City of Colton's request plus, a request <br />to amend Section 2.09. The amendment to Section 2.09 stipulates that the County <br />Flood Control District will be the lead agency for bid solicitation, construction contract <br />award, and construction administration when the project is to be constructed. Colton <br />had no objection to the County's request to amend Section 2.09 of the MOU. <br />In August 1996, the City Council awarded a contract for consulting services to the <br />Arrowhead Management Group ("AMG") for Project Management, Construction <br />Management and Design Engineering for Off -Site Improvements surrounding the <br />Arrowhead Regional Medical Center. The contract was awarded to AMG after going <br />through an extensive Request for Proposals process. The work under the original 1996 <br />Agreement was completed by AMG as agreed and was for the most part on or ahead <br />of schedule. <br />On March 16, 1999, the Consulting Services Agreement with AMG was extended to <br />specifically include the pre -design and design phases of Project 3-5, and to move <br />forward with the spirit of the amendment to the MOU, to complete the design and <br />initiate movement towards the construction of the Project 3-5 Storm Drain. <br />Item #27 <br />
