City of Colton <br />Agenda Report <br />Council Meeting of March 21, 2000 <br />Page 2 <br />DISCUSSION/ANALYSIS: <br />When AMG presented its original scope of work to the City of Colton the schedule <br />reflected completion of the storm drain design and the formal negotiations with U.S. <br />Fish and Wildlife Services "USFWS" (for Delhi Sands Flower Loving Fly mitigation) by <br />March 1, 2000. The extension currently being requested is through August 2000 for <br />the following reasons: <br />Delays are associated with the slow response of USFWS with regards to project <br />submittals and the scheduling of the necessary meetings as part of the informal <br />consultation period. Additionally, USFWS has requested an extensive biological <br />assessment, a growth inducement analysis and other information not anticipated in <br />AMG's original scope of work. <br />Because of design modifications required by USFWS and other agencies, additional <br />design work will be required by the sub -consulting engineers (Engineering Resources) <br />during the 135 -day formal negotiation period with USFWS. The cost of the attached <br />Consulting Services extension will be $92,710. <br />Additionally, and more recently, it has been noted that during rains the fact that there <br />has been a great deal of storm water flowing down Meridian Avenue south to Valley <br />Boulevard. At the same time it has been noted that the Meridian Avenue Detention <br />Basin (located near the northeast corner of Meridian and Olive) has storm water flowing <br />through it, but is not detaining any of the storm water and hence is not mitigating the <br />storm water flows. Based on the fact that the Meridian Avenue Detention Basin is <br />associated with Project 3-5, we suggest that a comprehensive evaluation of the basin <br />be performed with the intent that it provides a strategy for the construction of basin <br />modifications and potential offsite facilities that will increase the effectiveness of the <br />Meridian Basin. The cost for this additional work will be $8,640. <br />ENVIRONMENTAL IMPACT: <br />None. <br />FISCAL IMPACT: <br />Funding for Phase II of Project 3-5 was approved by the City of Colton and the County <br />of San Bernardino when the MOU was approved in 1995. $1,900,000 was transferred <br />from the County of San Bernardino to the City of Colton to specifically fund a portion of <br />Phase II of the Project 3-5 Storm Drain. The 1999 Amendment to the Consulting <br />Services Agreement relating to the Project 3-5 Storm Drain was in the amount of <br />$432,000. The contract extension submitted to the City Council with this report is in the <br />amount of $92,710 for additional Project 3-5 specific work, and in the amount of $8,640 <br />for the additional work associated with the Meridian Avenue Detention Basin (said <br />detention basin is a part of the Project 3-5 drainage area) for a total fiscal impact of <br />$101,350. <br />
