WiyManageFROM: Da evelopment Director SUBJECT: Approval of CDBG Delegate Agency Agreement with the County of San Bernardino Department of Economic and Community Development (ECD) for the Period of July 1, 2000 to June 30, 2003. DATE: May 8, 2000 BACKGROUND: On June 29, 1999, the City Council approved, and entered into a "Cooperation Agreement for Community Development Block Grant Funds" with the San Bernardino County Department of Economic and Community Development (ECD), covering Fiscal Years 2000-2001, 2001-2002 and 2002-2003. The Delegate Agency Agreement is a subordinate and supplementary agreement, per Section 12 of said Cooperation Agreement. Similar to the existing Delegate Agency Agreement, which will expire on June 30, 2000, the new agreement, and its attachments, set forth the procedures wh'%ch the Cty and County ate required to follow in the implementation of Community Development Block Grant (CDBG) funded activities. DISCUSSION/ANALYSIS: The County ECD Department has provided six copies of the Delegate Agency Agreement with attachments, which are required to be approved by the City Council and executed by the Mayor. The proposed agreement enables the City to directly implement CDBG funded activities. When approved by Council, the Delegate Agency Agreement will be effective from July 1, 2000 to June 30, 2003. ALTERNATIVES: There are really no alternatives. All Community Development Block Grant cooperating cities are required to execute a Delegate Agency Agreement with the County. FINANCIAL IMPACT: The Delegate Agency Agreement is required, by the County of San Bernardino, in order for the City to receive CDBG funds for the next three fiscal years. The City is scheduled to receive $368,000 in CDBG funds for Fiscal Year 2000-2001. ENVIRONMENTAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council approve the Delegate Agency Agreement with the County of San Bernardino ECD Department, covering the period of July 1, 2000 to June 30, 2003; authorize the Mayor Pro Tem to execute the six copies of the Agreement on behalf of the City of Colton, and adopt the attached resolution approving the Agreement.
