CLARKE, UTILITY DIRECTOR4� � <br />SUBJECT: REQUEST TO MODIFIY AUTHORIZED STRENGTH TABLE AND REQUEST FOR RECRUITMENT AND <br />RATIFICATION OF TWO (2) EMPLOYEE APPOINTMENTS IN THE FULL-TIME POSITION OF POWER <br />LINE APPRENTICE IN THE UTILITY DEPARTMENT <br />DATE: May 8, 2000 <br />BACKGROUND <br />The Electric Utility employs a highly skilled trade position known as the Power Line Technician. The position is <br />distinguished by its exposure to high voltage and heights, and requires a significant understanding of electricity and <br />mechanical and electrical equipment. Typically, three to four years of both academic and field training are required to <br />become a Power Line Technician. The career path to become a Power Line Technician in the City of Colton comprises <br />two prerequisite positions, the entry level Power Line Helper and the next higher level known as Power Line Apprentice. <br />This arrangement is consistent with practice throughout the electric utility industry. <br />In its meeting of September 15, 1998, the City Council approved the conversion of two (2) Powerline Technician positions <br />to two (2) entry level Power Line Helper positions. The purpose of that change was to begin to train two (2) new <br />employees in the Powerline Technician trade. The Electric Utility advised the City Council at that meeting that we would <br />return to the Council when it was time for the Powerline Helpers to become Powerline Apprentices. That time has now <br />come. The Electric Utility hereby requests that the two Power Line Helper positions be converted to two (2) Power Line <br />Apprentice positions effective on the date the positions are successfully filled. Shortly before promotion of the Power Line <br />Apprentices, the Electric Utility will return to the City Council to adjust its authorized strengths appropriately. Attached are <br />the job descriptions for the three classifications; the salary ranges are as follows: <br />Power Line Helper $2,636 to $3,205 per month <br />Power Line Apprentice $3,493 to $4,246 per month <br />Power Line Technician $3,844 to $4,673 per month <br />DISCUSSION/ANALYSIS: <br />Recruitment for this position will be conducted and an eligibility list established upon Council's approval. The candidates <br />chosen will meet the education and experience requirements as specified in the job description. <br />ENVIRONMENTAL IMPACT: None. <br />FINANCIAL IMPACT: <br />Funding availability for this position is contained in the Enterprise Fund of FY's 1999/2000-2000/2001 Electric budget as <br />follows: Account No. 520-8000-8004-1010-0580 (Salary) and Account No. 520-8000-8004-1100-0926 (Salary -related <br />Benefits). <br />EXPECTED FILL DATE: June 19, 2000. <br />CUSTOMER SERVICE IMPACT: This position supports the maintenance of reliable electricity service. <br />RECOMMENDATION: <br />Staff recommends that Council approve the modification of the authorized strength table and the recruitment and <br />ratification of two employee appointments to the full-time position of Power Line Apprentice in the Utility Department. <br />Report Prepared by: Timothy C.
