Mayor and City Council Members <br />t,ouncu meeting or may io, cuuu <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT <br />EMERGENCY CONDITIONS EXISTED IN SEWER LINES ON <br />NORMAN ROAD, AND DELEGATING AUTHORITY TO THE UTILITY <br />DIRECTOR TO ORDER ACTIONS REQUIRED AND AUTHORIZE <br />CHANGE ORDER NO. 3 TO EL -CO CONTRACTORS IN THE <br />AMOUNT OF $375,568 FOR THE INSTALLATION OF SEWER <br />AND WATER LINES IN NORMAN ROAD <br />Section 22050 of the Public Contract Code allows the Council to pass a resolution by a <br />four-fifths vote of its membership declaring that emergency conditions existed and <br />delegating authority to order actions required by that emergency without giving notice <br />for bids to let contracts. <br />ENVIRONMENTAL IMPACT: <br />The existing sewer lines have reached their life expectancy, and are beginning to <br />deteriorate. If the sewer lines are not replaced now, they will continue to cause raw <br />sewage to backup into the homes connected to the line. This is a health and safety <br />concern that must be immediately corrected. <br />FINANCIAL IMPACT: <br />The cost for water line replacement is $39,682, and is funded in the FY99-00 Water <br />Capital Improvements Budget, Account No. 521-8100-8106-3890-1000 (bond funds). <br />The cost for the sewer line and lateral reconfiguration is $335,886, and will be <br />appropriated in the Wastewater Capital Improvements Budget, Account No. 522-8200- <br />8206-3890, with an additional appropriation of $335,886 from the Sewer Retained <br />Earnings Account No. 522-2780 being required. <br />RECOMMENDATION: <br />Staff recommends that Council ratify and adopt the attached Resolution Declaring <br />Emergency Conditions on Norman Road, delegating authority to the Utility Director to <br />order actions required, and authorize Change Order No. 3 to EI -Co Contractors for the <br />installation of a water line in the amount of $39,682 and $335,886 for the installation of <br />a sewer line.
