Honorable Mayor and City Council <br />►R•nufalLED a its KelMwi vii►.. <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT EMERGENCY <br />CONDITIONS EXISTED AT THE CITY'S 24" WATER TRANSMISSION LINE, <br />AND DELEGATING AUTHORITY TO THE UTILITY DIRECTOR TO ORDER <br />ACTIONS REQUIRED AND AUTHORIZE PAYMENT IN THE AMOUNT NOT - <br />TO -EXCEED $34,104 <br />Section 22050 of the Public Contract Code allows the Council to pass a resolution by a four- <br />fifths vote of its membership declaring that emergency conditions existed and delegating <br />authority to order actions required by that emergency without giving notice for bids to let <br />contracts. <br />ENVIRONMENTAL IMPACT: <br />The City's inability to stop the flow of water in the 24" transmission line is unsafe. If the <br />transmission line should break, the area could be flooded. <br />FINANCIAL IMPACT: <br />The FY99-00 Water Budget includes sufficient funds in the Water Line Replacement in <br />Account No. 521-8100-8106-3890 to cover the costs of the repairs. <br />RECOMMENDATION: <br />Staff recommends that Council ratify adopt the attached Resolution Declaring Emergency <br />Conditions at the City's 24" water transmission line, delegating authority to the Utility Director to <br />order actions required, and authorize payment in the amount not -to -exceed $23,000 to <br />International Flow Technologies for the transmission line plugs, and authorize payment in the <br />amount of $11,104 to EI -Co Contractors for the installation of two valves. <br />Report Prepared By: Lorraine June <br />=241ine emerge <br />Page 2 of 2 <br />
