Page 2 <br />DISC USSION/ANALYSIS: <br />Prior to a Public Hearing the Act requires that certain resolutions be adopted. The <br />required resolutions include Initiating Proceedings and Preliminary Approval of the <br />Engineer's Report. Also, there is a Resolution of Intent to Form the Landscape Lighting <br />and Maintenance No. 2. <br />Section 8 of the resolution Declaring Intention to form the new District gives notices that <br />a Public Hearing regarding the LLMD will be held on Tuesday, February 5, 2002 at 6:00 <br />p.m. At this time, the City Council will hear testimony regarding the Preliminary Report of <br />revenue and expenditures contemplated for the 2002/2003 LLMD. <br />FINANCIAL IMPACT: <br />The District No. 2 budget for 2002/2003 prepared by Muni Financial is outlined in the <br />Engineer's Report, which is on file in the Office of the City Clerk as prescribed by law. <br />An "inflator' is being proposed to allow for an annual assessment increase of up to three <br />percent per year. This will allow for inflation and will not require future requests for <br />assessment increases. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that City Council adopt the following resolutions initiating proceedings <br />for the Colton Landscape and Lighting Maintenance Assessment District No. 2 for Fiscal <br />Year 2002/2003, and setting February 5, 2002 as the Public Hearing Date to determine <br />any protests. <br />Attachments <br />REVIEW TEA L <br />CityAttorney: Finance Director: <br />City Manager: �j�, OTHER: <br />
