Item #4
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OY DECEM2fLK la, zoos
TO: HONORABLE MAYOR & MEMBERS OF THE CITY COUNCIL
FROM: AL HOLLIMAN, ASSISTANT CITY MANAGER 0
SUBJECT: APPROVE CHANGE IN JOB TITLE FROM CHILDCARE MANAGER
TO COMMUNITY CHILDCARE DIRECTOR, APPROVE CHANGE IN
JOB DESCRIPTION AND SALARY RANGE, AND APPROVE FIRST
READING AND WAIVE FURTHER READING OF AN ORDINANCE
TO ADD COMMUNITY CHILDCARE DIRECTOR POSITION TO
THE LIST OF EXEMPT AT -WILL EMPLOYEES
DATE: DECEMBER 11, 2001
BACKGROUND:
Because the childcare manager/director position has historically been funded by outside
sources, subject to cancellation, the employment arrangement has been covered by one-year
contracts. Essentially, the position has been "exempt -at -will" but has not been officially
recognized as such. Furthermore, for some time the Parks, Recreation, and Family Services
Director has advocated that the Child Care Manager position is very inconsistent with industry
standards — both in terms of the job title and in its compensation.
DISCUSSION/ANALYSIS:
The City Manager's Office (including the Human Resources Division) performed an analysis of
the childcare manager position and concluded (consistent with the Parks, Recreation, and
Family Services Director's recommendation) that the appropriate job title should be
Community Child Care Director. Furthermore, a review of compensation resulted in the use of
"Child Care Staff Compensation Guidelines for California", prepared by the Child
Development Division of the California Department of Education. This guide appears to be
the most relevant mechanism for determining appropriate compensation for all childcare staff.
Based upon these guidelines, the recommended annual salary range for the director position is
$61,555 to $74,820.
The job description (attached) for this position has also been changed to conform to State of
California criteria.
In addition to conforming with State and industry guidelines, these recommended changes
(both salary and job description) also recognize the relative importance of childcare activities
