Essentially, the position has been "exempt -at -will" but has not been officially <br />recognized as such. Furthermore, for some time the Parks, Recreation, and Family Services <br />Director has advocated that the Child Care Manager position is very inconsistent with industry <br />standards — both in terms of the job title and in its compensation. <br />DISCUSSION/ANALYSIS: <br />The City Manager's Office (including the Human Resources Division) performed an analysis of <br />the childcare manager position and concluded (consistent with the Parks, Recreation, and <br />Family Services Director's recommendation) that the appropriate job title should be <br />Community Child Care Director. Furthermore, a review of compensation resulted in the use of <br />"Child Care Staff Compensation Guidelines for California", prepared by the Child <br />Development Division of the California Department of Education. This guide appears to be <br />the most relevant mechanism for determining appropriate compensation for all childcare staff. <br />Based upon these guidelines, the recommended annual salary range for the director position is <br />$61,555 to $74,820. <br />The job description (attached) for this position has also been changed to conform to State of <br />California criteria. <br />In addition to conforming with State and industry guidelines, these recommended changes <br />(both salary and job description) also recognize the relative importance of childcare activities <br />
