Item #13 <br />REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of December 18, 2001 <br />TO: Honorable Mayor and City Councilmembers <br />APPROVAL: Daryl Parrish, City Manager <br />FROM: Greg Lantz, Program Manager <br />SUBJECT: Update on the Status of the Brownfields Pilot Project. <br />DATE: December 10, 2001 <br />BACKGROUND <br />On May 6, 1998, the City of Colton was selected for funding under the US EPA's Brownfields <br />Pilot Project Program. The City received a Brownfields Grant for $200,000 to perform various <br />environmental assessments of "Brownfields" properties within the City of Colton. The intent of <br />the grant is to assess properties which are abandoned or under -used where either real or <br />perceived environmental contamination exists and inhibits re -use or redevelopment efforts. The <br />EPA Grant will help to determine the existence and extent of contamination, if any, at various <br />abandoned or underutilized sites in the City in order to facilitate the redevelopment of these <br />sites into new and more productive uses. <br />On December 19, 2001, the City Council and Agency Board approved entering into a revised <br />professional services agreement with the Army Corps to provide the City with (1) specific <br />technical expertise, (2) project related supervision, including, but not limited to the oversight, <br />control, and coordination of the Sub-Contractor(s), (3) Environmental Site Assessments, (4) <br />preparation, review and submittal of Environmental Assessment Reports, and (5) insurance. <br />The Agreement was formally executed by the Army Corps on April 2001 and work began in <br />earnest during September 2001. <br />The Army Corps' consultant has recently completed work on the Phase I investigations on <br />eleven (11) sites comprised of twenty-two (22) parcels of land. A list of sites is attached hereto <br />as Exhibit "A" to the staff report. The list of Brownfields sites was developed by City and <br />Agency staff based upon concerns raised by the public and potential for re -use opportunities. <br />On Monday, December 3, 2001, Agency staff met with the Brownfields project staff Priscilla <br />Perry from the US Army Corps of Engineers and Dwayne Paul, the environmental consultant <br />from GeoMatrix, to review the site investigation reports and discuss proceeding with Phase II <br />investigations on several of the sites which were recommended for additional investigations. A <br />copy of the summary of the site investigation reports and recommendations are attached to the <br />staff report as Exhibit "B". <br />
