City Council Report- Brownfields Update
December 18, 2001
Based upon this meeting, it was determined to proceed with additional site work and
investigations at the following sites:
1. 293 W. Olive Street - Investigate subsurface tanks and structural analysis
2. 316 West D Street — Investigate existence of subsurface tanks
3. Mt. Vernon Avenue — Conduct site sampling in suspect areas.
A follow-up report will follow that will confirm the existence and further identify the type of
environmental hazards that may exist on these sites. The properties located along M Street
and Floret Street, although identified for some additional site work, were not included for
additional environmental investigations at this time based upon low potential for near term re-
use opportunities.
FINANCIAL IMPACT
The total cost of the professional service agreement entered into with the Army Corp was
$83,920. To date, the Agency has incurred $34,672 in billable expenses. The Agency has
$49,280 remaining to complete the Phase II work on the three selected sites which should be
adequate to complete the next phase of testing. There remains $116,080 in additional grant
funds which can be drawn down against the City's EPA Brownfield's Pilot Grant to investigate
these or other Brownfields sites in the community.
ENVIRONMENTAL IMPACT
There are no environmental impacts associated with the implementation of this contract at this
time.
Receive and file staff report
Attachments:
Exhibit "A" — List of Brownfields Sites to be investigated
Exhibit "B"— Summary Site Reports and Recommendations.
REVIEW TEA N Y
City Attorney: Finance Director: Q,
City Manager: Agency Special Counsel:
R:IShareRDAIStatRGreg0rown(eldslCity Council Report - Status Update 12.18.01.doc
Staff Report Prepared By: Greg Lantz, Program Manager
